Assuming conditions are fair aim to put the fastest crews from any qualifying heats in the centre lanes for the final. This being based on their finishing position in the heat. If conditions are not equal apply a slope, lane 6 -> 1 or 1 -> 6. If there are less than 6 crews in any race the lower numbered lanes will be used.

2 to 6 Entries
1 final. Lanes drawn at random.
7 Entries
1 heat and 1 final
One crew is drawn a bye for the final.
The crew with the bye is drawn randomly into a lane for the final. The remaining lanes are filled in order of finishing in the heat, lanes 3 & 4 first, then 2 & 5 and lastly 1 & 6. So if the crew with the bye gets draw into lane 5 randomly the others would fill first into 3 or 4, second into 4 or 3, third into 2, fourth into 1 or 6 and fifth into 6 or 1. If the heat gets cancelled beforehand then the remaining crews will all be drawn randomly for the final.
8 to 12 Entries
2 heats and 1 final
First three from each heat to go into the final.
The winners from the two heats will go in lanes 3 & 4 drawn randomly
The two second places in lanes 2 & 5 randomly.
The two third places in lanes 1 & 6 randomly.
13 to 18 Entries
3 heats and 1 final
First two from each heat to go into the final.
The three heat winners drawn into lanes 3, 4 and either 2 or 5.
The three second places drawn into either 5 or 2, and then 1 and 6.
